Patrick Brown, Capital Programme Team Manager, City of Edinburgh Council.
Patrick has a wide range of experience, leading key aspects of building construction and operation including design, project management, facilities management, energy management and PPP operational contract management.
He currently heads up the delivery of the design and project management service for the Council’s (non- housing) Operational Estate. He also manages the Edinburgh Shared Repairs Service.
For the City of Edinburgh Council, Patrick has managed a wide range of activities, from project managing the Council’s PPP2 schools construction phase; to fulfilling the role of Senior Responsible Officer for a strategic outsourcing initiative, which reached preferred bidder stage, for the Council’s property related technical functions.
Following the closure of the Council’s PPP1 education estate in 2016, as a consequence of a structural failure, he had a lead role in addressing the technical response to reopening the schools, and developing and implementing the Council’s response to the recommendations of Professor Cole’s report.
Patrick has a long- standing interest in energy and sustainability with a current focus on addressing construction quality issues and the emerging energy ‘performance gap’.
